A function key is a key on a computer or terminal keyboard that can be programmed so as to cause an operating system command interpreter or application program to perform certain actions, a form of soft key. On some keyboards/computers, function keys may have default actions, accessible on power-on.

Function keys on a terminal may either generate short fixed sequences of characters, often beginning with the escape character (ASCII 27), or the characters they generate may be configured by sending special character sequences to the terminal. On a standard computer keyboard, the function keys may generate a fixed, single byte code, outside the normal ASCII range, which is translated into some other configurable sequence by the keyboard device driver or interpreted directly by the application program. The Workforce Innovation and Opportunity Act (WIOA) is a United States public law that replaced the previous Workforce Investment Act of 1998 (WIA) as the primary federal workforce development legislation to bring about increased coordination among federal workforce development and related programs.

Although the Employment Service (ES) is one of 19 required partners in the One-Stop delivery system, its central mission—to facilitate the match between individuals seeking work and employers seeking workers—makes it critical to the functioning of the workforce development system under WIOA.

WIOA includes five titles:

Title I of WIOA authorizes programs to provide job search, education, and training activities for individuals seeking to gain or improve their employment prospects, and which establishes the One-Stop delivery system. In addition, Title I of WIOA establishes the governing structure and the performance accountability for all programs authorized under WIOA. Title I programs are administered by the US Department of Labor (DOL), primarily through its Employment and Training Administration (ETA).
